Hof Engages the Bipartisan House Department of Government Efficiency Caucus on Health Insurance Dual Eligibility Issue Affecting Highly Rated Disabled Veterans

Cottleville, Missouri, March 23, 2025 — Hof is pleased to announce that the firm has formally engaged the Bipartisan House Department of Government Efficiency (DOGE) Caucus regarding a critical issue affecting 100 percent disabled veterans seeking secondary health insurance coverage through the Health Insurance Marketplace.


The firm has made a project of the problem. Additionally, Hof has since December 2024, raised awareness of the issue several times through press statements such as this one. The problem stems from a disconnect between Veterans Affairs (VA) and Health and Human Services (HHS); presently, VA’s website encourages disabled veterans to obtain secondary health insurance coverage, but HHS does not actually allow highly-rated veterans to do so through the Marketplace due to the availability of primary healthcare coverage at no expense to the veteran through the Veterans Health Administration (VHA). This disconnect is an inconsistency that does not need to happen, and it leads to unnecessary frustration, delays, and confusion for disabled veterans attempting to navigate the Federal bureaucratic system.


Member Joseph Hof identified the problem through direct experience and initiated communication with HHS, which on March 13, 2025, acknowledged the issue and relayed it to the VA’s Central Office (VACO) for corrective action. The proposed solution is simple: the VA should update its website guidance to clearly state that 100 percent disabled veterans may face obstacles in obtaining secondary coverage through the Marketplace. This small but meaningful change would prevent veterans from engaging in unnecessary and time-consuming efforts that ultimately lead to denial of coverage.

The firm also thanks VACO in advance for taking the necessary corrective action to update its guidance accordingly. However, to ensure the issue is fully addressed, Hof Law, LLC has requested that the Bipartisan House DOGE Caucus remain engaged and follow up on VACO’s progress to ensure this website edit is implemented in a timely manner.
