Hof Law Submits Fifteenth Proposal to Bipartisan House Department of Government Efficiency Caucus

Greater St. Louis Metropolitan Area, Missouri, March 28, 2025 — Hof Law is pleased to announce the submission of its fifteenth proposal to the Bipartisan House Department of Government Efficiency (DOGE) Caucus. This latest idea proposes the integration of key lessons learned from the Puerto Rico Oversight, Management, and Economic Stability Act (PROMESA) in to the Administration’s collaborative approach to post-conflict reconstruction efforts in Ukraine.

Drawing from Puerto Rico’s experience following PROMESA and the devastating impact of Hurricane Maria, Hof Law’s proposal highlights the importance of structured financial oversight, public-private partnerships, and transparent governance to ensure long-term stability and economic recovery. The firm underscores that, just as Puerto Rico’s financial restructuring and infrastructure revitalization required a strategic and balanced approach, Ukraine’s rebuilding efforts could similarly benefit from measured oversight and coordinated investment through a contemplated minerals deal.

“Our firm remains committed to identifying and promoting solutions that enhance government efficiency while ensuring economic resilience in critical regions,” said Joe Hof, Managing Attorney of Hof Law. “By applying lessons learned from Puerto Rico’s recovery, we believe policymakers can help strengthen Ukraine’s path toward sustainable reconstruction.”

While this proposal primarily focuses on Ukraine, Hof Law recognizes that these principles may also hold relevance for other regions facing economic and infrastructural challenges, including the Gaza Strip.

Hof Law is available to engage with policymakers and stakeholders to further develop this proposal and support initiatives that enhance effective governance and economic revitalization that prioritizes the happiness, healthiness and safety of survivors of war.
